SCOUTS’ FOUNDER’S DAY 2007 MESSAGE
The Singapore Scout Association will celebrate Founder’s Day 2007 on Thursday, 22 February 2007. All Cub Scouts and Scouts in schools will wear their scout uniforms to school on that day.
The message from Mr Nicholas Tang, Chief Commissioner, is attached hereto. For schools with Cub Scout and Scout units, the message is to be read out at school assemblies on Thursday, 22 February 2007. This message is embargoed until after delivery on that day.

MESSAGE FROM MR NICHOLAS TANG
CHIEF COMMISSIONER
SINGAPORE SCOUT ASSOCIATION
Dear Scouts
1. 2007 is a very special year for scouts all over the world, because it was 100 years ago that Lord Baden Powell started the scout movement with 22 boys on a small island in Dorset, England. Not many youth organizations can claim to be 100 years old and still have a membership of 28 million in more than 150 countries. I would like to share with you what I believe are the three reasons why scouting has remained relevant and popular even after so many years.2. The first reason is that scouting is based on a set of values which are enshrined in the Scout Promise. A scout promises to
• do one’s best;
• do one’s duty to God and Singapore;
• help other people;
• and obey the values in the Scout Law.
3. These values have stood the test of time and are just as important, if not more so, in this fast changing world as it was 100 years ago. How successful you will be in future depends not so much on the knowledge and skills that you will learn in school but the values that you develop. If you learn to do your best in whatever you do, do your duty to your God and Singapore, and always be ready to help others, then I can assure you that you will be a successful person when
you grow up.
4. The second reason is the scout’s motto, which is “Be Prepared”. Always be prepared for the unknown and uncertainties that you will face in your life. Much has been said about how fast the world is changing as a result of globalization and the impact of technology. We cannot stop this trend. Neither can we choose not to be part of this change. However, a person who is prepared will regard these changes and uncertainties as opportunities that he/she can seize instead of threats that he/she should fear. Use the time you have in school to prepare yourself for this uncertain future.
5. The third characteristic of scouting is the emphasis on “brotherhood”. Lord Baden Powell said that the scout uniform is important because it “makes for brotherhood, since when universally adopted, it covers up all differences of class and country”. Therefore, contrary to popular belief, the scout uniform is not meant to make scouts into young soldiers but to develop a “brotherhood” that disregards class, race, language or religion. This characteristic of scouting has never been more important than in present times as we watch the world being torn apart by religious and ethnic conflicts. As a scout, it is your duty to understand people who may appear to be different from you because they have a different religion, customs, skin, colour or language. In fact, I would even say that you would have done your duty to Singapore if you can, in your own small personal way, contribute to better understanding among the different races and religions in and beyond Singapore.
6. Therefore as we celebrate 100 years of scouting, let us not forget the fundamental values and beliefs that make scouting a unique educational movement, and which are so critical in ensuring that you will grow to be a successful, upright, and happy person who will contribute to the betterment of our society. I would like to conclude by quoting Lord Baden Powell who asks every scout to “Leave this world a little better than you found it” and add that this is only possible if each one of us start by making ourselves better persons.
